Overall this looks good to me. I only have a few minor comments:

- The plugin should be added to /intranet-tmpl/lib/jquery/plugins instead of to
the language-specific directory

- The page <title> for columns_settings.tt is "Tables" instead of "Columns
settings."

- Spelling: Use American English spellings "Catalog" and "Cataloging" on
columns_settings.tt
