I really like this, as I have been asked to hide the message settings quite
often and right now there is no solution the user can't get around. 

But there is a problem with this patch there: it just deactivates the
visibility of the tab in the templates, but it doesn't block accessing the
message settings page if you know the URL. I know we have fixed that for other
pages in patron account, could you take a look and try to fix this? 

Database update looks good, the new condition could be added to the existing
[%IF ...%], but not a blocker.
