I'm not sure that all of the procedure outlined there is necessary. One of the
sites we support has records in Arabic, Chinese and Cyrillic and tested the
filing of each. Switching to ICU was all that was needed to get these records
filing to their satisfaction. The transliterations in the wiki article were not
required. Its an area that is unfortunately little documented
