Looking at the code I spotted another problem:

my $sth = $dbh->prepare("SELECT rentalcharge FROM itemtypes WHERE itemtype =
?");

is used to get the rentalcharge - but this doesn't take into account the
circulation conditions, where you can define a discount for the rental that
will influence how much the borrower has to pay.
