I agree, the option shouldn't even be presented to a patron that isn't
guaranteed by another patron. I can also add the guarantor name.

Please read the details of the system preference. It only controls the option
from opac-memberentry.pl, and does *not* affect it being available from
opac-privacy.pl. BUSTED ;)=
However, I see no reason to not to have the setting control it in both places.
In fact, I think also that we should hide it from "your personal details" if
OPACPrivacy is enabled. No point in having the setting in two different places!
