It doesn't have anything to do with the number of reports other than the fact
that the bug is somehow connected to interactions with the table sorter
plugin's paging of results.

I can trigger the bug using Chrome with my test system (with 31 saved reports)
by opening the page, clicking the "Last" button, and clicking the "Actions"
button. Nothing happens. But if I click "Previous" the buttons work, and if I
then click "Next" the buttons which didn't work before work again. Resorting
the results also seems to enable the buttons.
