[Signed-off] Bug 11893: Get rid of warning from IsSuperLibrarian

Test plan:
[1] Do not yet apply this patch
[2] Add a patron. Do not set permissions.
[3] Login with this patron in OPAC.
[4] Check the log for warning on Context.pm line 1254.
[5] Apply patch.
[6] Login again. No warning anymore?

Followed test plan. Patch is OK.
