Bug 766: Move GetAuthvalueDropbox to C4::Koha

GetAuthvalueDropbox is in C4::Budgets, this does not make sense.
Only acqui/fetch_sort_dropbox.pl call GetAuthvalueDropbox without using
C4::Koha.
