If the problem is environment settings-related (having MySQL set correctly is a
pre-requisite for running Koha), this bug should be marked as invalid.

I can volunteer to write something to check MySQL configuration sanity so we
can (at least) ask users reporting this problems to visit about > system check
to see if there's any problem.
