It appears that DejaVu does not support Arabic ATM:

"Following scripts aren't available in all the styles:

    Hebrew
    Arabic
    N'ko
    Lao
    Canadian Aboriginal Syllabics
    Ogham
    Tifinagh
    Lisu" [1]

I believe you will need to install a font which supports whatever language you
would like to generate pdfs in.
