Bug 11944: Fix encoding issue for the "Did you mean" feature
Test plan:
1/ Go on admin/didyoumean.pl and enable the feature for the OPAC
2/ Generate and use the french templates
3/ Launch a search at the OPAC
4/ You should see

Comments:
No koha-qa erros, save for a FAIL on first patch for enabling utf8,
and third to last patch, because it take ages and not finish :)
But there are simple changes, I think there must no be a problem
As with many enconding problems, some I can not reproduce,
but some yes, and that are fixed
For example:
1) password (no problem before or after)
2) fund (no problem before or after)
3) frecuency (no problem before or after)
4) Numbering pattern (no problem before or after)
5) List (shelfs), content, mail (bad before, fixed)
6) Cart content, mail (bad before, fixed)
7) didyoumean (no problems before or after)
Works for me.
