Seems that you are using Times-Roman in Layout, please confirm.
If that is the case, what you view is the expected result, because there are no
glyphs for that chars in DejaVuSerif. Using Helvetica will give you something
better, mapping HO to DejaVuSans better, and with Bug 12063 correct display
