Great to see this thorough work on utf8!
We have done a lot of manual corrections on .pref files previously.

However, applying these patches on a clean master and running

translate install nb-NO

now leads to EVERY bit of koha becoming double encoded...

example:
 Advanced search | Authority search | Tag cloud 
becomes:
 Avansert søk | Autoritetssøk | Taggsky 


is there something I'm missing? I've tried swedish as well, with same result.
