Overall, looking pretty good with Norwegian characters now, thank you for your
efforts!

So far I only found two issues:
material-types are double encoded in the item circulation alerts table:

/cgi-bin/koha/admin/item_circulation_alerts.pl

which made me want to check material types at

/cgi-bin/koha/admin/itemtypes.pl

but it fails with

Template process failed: plugin error - EncodeUTF8: plugin not found at
/usr/local/src/kohaclone/C4/Templates.pm line 124.
