This opened up a can of worms for us -- we apparently had old permissions left
in our database from when we were with a vendor that shall not be named and off
the community code for a while several years ago. They were never purged, but
caused much confusion for us! 

Those old permissions have been purged. 

*remove_coursereserves is now gone
*put_coursereserves is now gone
*manage_courses will be removed after I ask for it to be removed (it was missed
in the first purge). 

I'm marking this as resolved/fixed. Thanks for reminding me about it Katrin.
