Would it be reasonable to control this with user permissions?

-If user has access to all circ rules they default to All Libraries

-If user has access only to their circ rules it defaults to logged in library
(or home library)

The issue we have in seeking this enhancement is that we want to give all
libraries the ability to control their own circ rules, but prevent them from
altering defaults rules of the consortia 

This would apply to Bug 11747 in terms of overdue notice/status triggers as
well and could be one permission for both, determining whether they are library
admins or system admins
