Katrin-
I have seen this in a lot of migrated data.  Which is an issue only because
previously that date wasn't required for serial functionality.  And now the
system is throwing errors and is unusable for them.

However, I have had newer sites complain of this which makes me think they have
someone created a serial without that information.  I'll see if I can replicate
this.
