Bug 11998: (RM followup) avoid adding an unneeded workaround

This patch aims to make my point explicit on how I think we should handle
this bug.

It removes the addition of a new logging facility, removes the introduction
of logging on C4::Context (out if the scope of the bug, and already solved
by the svc script, in the wrong place, I know).

I'm still concerned about the addition of global variables in favour of a more
OO design.
I should note I'm not a Plack user so I KNOW I might not be getting a point
on that very subject, so:

Feel free to discuss and/or obsolete it.
