31276: Bug 12851: order tags should be removed from the claiming letter

I've applied the patch (31276) against master 3.17.00.057 HEAD 12505.

I tested against the bug 5342's test plan as indicated.
The <<serial.serialseq>> datas were seen in the received mail as desired.

Everything is OK as required.

So I pass the patch to "Signed Off" status.
