Hi Jonathan - 

To see the tool appear in my tools section - (I was logged in as a
superlibrarian) I had to add to C4/Auth.pm

$template->param( CAN_user_tools_records_batchmod => 1 );

Did I miss a patch somewhere?  I quickly tried to look for that in the patches
but it didn't jump out to me.  Just let me know if I missed it.
