[PASSED QA] Bug 7673: DB changes - Add permissions

This patch adds:
3 permissions:
- edit_items_restricted
- delete_all_items
- items_batchmod_restricted

2 system preferences:
- SubfieldsToAllowForRestrictedEdition
- SubfieldsToAllowForRestrictedBatchmod.
