Bug 11395: Fix return for ModifyRecordWithTemplate

Make sure the ModifyRecordWithTemplate routine returns undef.

This patch also removes a warning if GetModificationTemplates is called
without parameter.

Verify
  prove t/db_dependent/MarcModificationTemplates.t
returns green.
