Additional research shows that message_transports does not have a row
containing letter_code='HOLD' and message_transport_type='email'.

I don't know what message_transports looked like prior to the 3.16 upgrade, but
I did see that there were email messages in message_queue of type 'HOLD'. I
suspect that update_database.pl may have caused the issue, but I don't have
proof.
