If I recall correctly, queued messages don't need a "to_address". When the
message is being sent via process_message_queue.pl, it will lookup the email
address using the borrowernumber and the "AutoEmailPrimaryAddress" system
preference.
Relevant subs are C4::Letters::SendQueuedMessages (in
process_message_queue.pl), and C4::Members::GetNoticeEmailAddress (within the
C4::Letters function calls).
