I've only taken the most superficial of looks at this, but if the idea is to
record loans of items that never physically leave the library, and which are
associated with specific patrons (i.e., are not anonymous), yes, I'd agree that
"reading room" is closer to the mark in English.

What David describes matches how US librarians would understand "in-house use"
