Since the invocation currently is C4::Context->preference() and
C4::Context->config(), I don't see why we would move system preferences to a
different level compared to koha-conf.xml values.

P.S. Reminder that at least one of my comments in comment #5, needs addressing
at least (the Borrower?! one). Changing status accordingly.
