Yes of course, and that was the idea.
But as you can see, I have submitted this bug and bug 11678 1 year ago and
nothing has moved yet...
All should be done with small steps, and these 2 bugs are 2 steps.
The idea is to have only 1 script to sent notices, I would also see
misc/cronjobs/printoverdues.sh merged in it.
