As nobody tested the 1st version of your patch, I suppose you can delete "Added
check to warn if ISO2709-Records' encoding is different than the expected one."
in your commit message.

Also, if you did not did that, you can send your patch to koha-patch list
(koha-patches at lists.koha-community.org.) so that other dev be aware of your
proposal.

BTW, I am no more involved in Koha, so I won't test it...
