Okay, new patches clear the previous error, but seeing two:

With OPACPrivacy set to allow and
AllowPatronToSetCheckoutsVisibilityForGuarantor set to allow I cannot see a
place to set the visibility anywhere.  

With OPACPrivacy set to Don't Allow and
AllowPatronToSetCheckoutsVisibilityForGuarantor to Allow 
I get the option under 'Personal details' however, I cannot actually change the
value or see the guarantor's name.


Good news is that the AllowStaffToSetCheckoutsVisibilityForGuarantor pref seems
to work as expected.  Patron aaccounts are visible/not as expected with
different combinations of settings,
