Bug 13432 patched a serious problem where child sip process would never die and
thus the SIP server would continue to take up more and more memory until a
restart was required to kill all the child processes. I'm fairly certain this
patch would bring back that situation. I would like to see a default timeout in
the code instead of allowing client_timeout to not be set.
