Unfortunately I did not know about bug 11622 when I wrote this patch. I'm
attaching the code anyways, since my code is a bit different in that it allows
you to select individual fines to pay (i.e. you don't have to pay the full
amount at once).

The code is prepared for adding other payment providers (such as paypal), so
perhaps it would be possible to merge 15335 and 11622?
