I think I understand what you're saying, but I'm not sure that will be an issue
in this case?

Since the file will live in the regular "en" includes, won't it just be a
regular candidate for translation?

If it gets translated, then users will see translated text. If it doesn't get
translated, users will see English. Isn't that right?

That's where I'm confused :).
