This is no longer dependent on bug 10486, due to removing the dependency on
pazpar2 for Z39.50 searching.

The code should be UNIMARC (or NORMARC) compatible, all MARC21-exclusive code
is properly switched on marcflavour. Much like the rest of Koha, it cannot
handle MARC21 and UNIMARC within the same installation. However, there are no
fixed field widgets for UNIMARC at the present time. There is support for the
XML widget format used for the MARC21 006 and 008 widgets, but no other
existing widgets can be used.

Could I ask what encoding issues you saw? We've seen similar issues crop up
recently after being previously fixed.

Rebase is done, working on cleaning up a patch series to be submitted soon.
