I don't see how this got to a signed off state, a large part of the testing
spreadsheet recording test results shows half of it is untested.

I know when I tested it, I found all sorts of issues with display on the staff
client.

I also found issues with the code when delving into it to try and fix said
bugs, I'd love to see a good comprehensive re-write of accounts, but this code
shows that it was written some time ago and I don't believe it actually
improved matters.

PTFS Europe spent a fair chunk of time attempting to get this in shape for
passing through community so we could base our Cash Management work upon it,
but we didn't even complete testing before we realised how difficult it would
be to extend/enhance it further.

I also found that too much changed in this one bug.. The db backend and th
display both change dramatically, which means doing a side by side comparison
to check that the db update it actually catching everything is near impossible.
