I think there are several changes in 5.20, including the removal of core Koha
dependencies (e.g. CGI) that propose further challenges.

I'd go for pushing this patches working on 5.18 so we push the utf patches, and
evaluate 5.20 in the future (at least when a stable debian release provides it
as default).
