Katrin, it is still happening in 3.16.4.  I don't know about master.

My understanding is that it doesn't happen all the time.  I think when this
first came up months ago, we had determined it might have something to do with
ISBNs that have some extra information, but I am not sure.  It has been quite
some time since I did some investigating, and I don't normally do any tasks
dealing with this.

Another staff member said it is still happening.  I asked her to show me an
example when she runs into it again.
