This is simply a foundation bug to add the Angular library to the staff client.

I will be adding a dependancy tree with a few bugs to give examples of good
angular use cases.

To test, this bug shouldn't directly affect anything, so just checking that it
passes the QA scripts should be enough :)

Happy for any thoughts on the approach.
