Yes, it's expected. It's the same for all reports you will create.
If you look at the code, the other options are disabled:

 460     <select id="types" name="types">
 461         <option value="1">Tabular</option>
 462         <option value="2" disabled="disabled">Summary</option>
 463         <option value="3" disabled="disabled">Matrix</option>
 464     </select>
