I've applied the patches against master 3.19.00.006 head 12889

Software error:

Global symbol "@missingissues" requires explicit package name at
[...]/serials/claims.pl line 83.
Execution of [...]/serials/claims.pl aborted due to compilation errors.

I pass the patch to "Failed QA" status.
