Bug 13587: Fix Authorised Values Toolbar

To test:
1. Go to Home > Administration > Authorised Values
2. Notice no plus icons are appearing infront "New Authorised Value..." and
"New Category" in the toolbar.
3. Apply the patch.
4. Check that the plus icons infront of "New Authorised Value..." and "New
Category" in the toolbar are appearing as they should.
