Applying: Bug 12669: Use floating timezone when handling dates without hours,
minutes and seconds.
Applying: Bug 12669: Centralize the timezone handle into Koha::DateUtils
fatal: sha1 information is lacking or useless (Koha/DateUtils.pm).
