So.. I've been thinking about the options and header text.. and the best I
could come up with is:

th - 'Item level holds'
select - 'Allow/Don't allow/Enforce'

Then as a followup for clarity I might add a tooltip to the select box so upon
hover we bring back the syspref description... or maybe just having good
documentation is good enough ;)
