I think Katrin just rebased the patches to keep them current. I think the
signoff just needed another check.

Seeing as Mark isn't a member of the QA or release teams, I don't think it's
necessary to fail the patch because of a lack of unit tests.

That said, tests never hurt, but I don't have time to write any right now, so
leaving this as Failed QA.
