Retested, all works as expected, must have been an issue on my end.

The only confusion I see here is in checking the Notices tab on a patron's
account doesn't show where the message went.  A library should know if they
have this enabled, and should be able to figure out emails were redirected, but
just makes me pause.  Not a blocker but wanted to mention.
