Bug 14458: Add SwaggerUI documentation for RESTful API

Test plan:
1/ Go to http://api.HOSTNAME/v1/doc
2/ Try to play request for /borrowers and /borrowers/{borrowernumber}
paths

WARNING: /borrowers return all borrowers, so I recommend not to test it
if you have many borrowers in your database
