Bug 13813 - Remove C4::Dates from overdue_notices.pl

This patch removes depraceted C4::Dates from misc/cronjobs/overdue_notices.pl

To test:
Apply patch
Run misc/cronjobs/overdue_notices.pl
Verify that dates appear in notices as before (following syspref 'dateformat')
