Bug 13813 - Remove superfluous use 'C4::Dates' from Koha/Misc/Files.pm

To test:
Apply patch
Make sure that C4::Dates is not used in the code
Set syspref AcqEnableFiles to enable
Go to Home > Acquisitions > Invoices
Find an invoice, go to Details, Manage Invoice files, make sure that uploading
/ displaying files works as before
