Steps to re-create bug:

1) Import 'Marc file containing record with UTF-8', create item record.
   [the record has a title containing 0xe28099 ]
2) Go to Tools->Labels, click 'New Batch' button.
3) Add barcode of item created in step 1.
4) Click 'Manage Batches'
5) Select the check-box for the new batch
6) Click 'Export'
7) Select a layout which contains the 'Title' field
8) Click 'Export'
9) Click 'Download as PDF'

The exported PDF will read as follows:
