This feels like making work for users and package maintainers, to make
something arguably easier for developers. This is something that has made a
mess for us a lot in the past. 

However, we probably should not be worrying about this, as it's missed the
window for 3.20 already and be expending energy on testing and fixing bugs. We
can argue about adding unnessecary dependencies again after the release.
