Hi,
I tested this with opacpublic enabled and disabled - we probably need to modify
the templates to not include the opacnav blocks if opacpublic is disabled. This
can be a followup.

I'm not super keen on the syspref text, I may send a followup with text that
more clearly differentiates the purpose of this new syspref from
OpacPasswordChange.

Otherwise, thank you very much for the updated patch!
